Vermont is adopting a plan to implement a Canadian-style single-payer universal health care system over the next several years. If the plan is successful, it could be for the United States what Saskatchewan was for Canada in the 1960's: a pioneer, guiding the rest of the country to the promised land of access to quality health care for all.
